10/28 - Update: I plugged in the second USB connection and the flicker went away. Looks like it needed more juice.

Same Issues

My screen also flickers after installing the 8.1 update. No previous issues with the Windows 8.0 drivers.

It's not consistent, more like what you would see with a bad connection or dirty power. ...
