CPU will be used when something changes on the screen. If you have high CPU being used by DisplayLink, then there must be something open that keeps causing screen updates. The CPU should be around zero if you're just showing the Windows desktop.
The intermittent wireless issue is a different problem and probably caused by USB 3.0 interference as covered in
this article.
