Monitors blinks when touching the mouse after short break

I have a problem with D3100 USB 3.0 connected to Dell Inspiron 15-5000 15-5000.
I have two sets of those in my office. One works fine and no trouble but the other behave strange and it's very annoying.
If you don't use the laptop for l1 minute and you will back to your desk and touch the mouse both monitors connected to docking station become black for few seconds then the screen comes back and going black again and come back. This happen almost all the time it is very annoying and its hard to work with this.
Other set which is exact copy is working fine. When you are using the touch-pad on laptop this doesn't happen. I checked different mouse and I swapped the docking station but it is still happen. Could it be problem with the docking station or the laptop or ...?
