No video from Surface Pro, Windows 8.1, and Targus ACP70USZ dock

I used this setup before with Windows 8 and it worked great, but after upgrading to 8.1 and installing the beta drivers, I can't get any external video. Everything else in the dock works just fine.

Windows Update had a firmware update waiting for me which made things magically work again.
