Ethernet and Display issues

1. Network connection is slow. Speeds of 10-15MB download when if I plug it right into the computer from the router I can pull down 170MB. The same laptop wireless will pull down 170MB.
I tried two routers and directly to the cable modem with some results. Remove the Dock and the speeds are at max.

2. If I "undock" my laptop turn off the hub then later reconnect the peripherals work but the monitors do not turn on. I have to restart the computer for it to work.

I have the exact same problem with my Targus dock 180. Specs say it is supposed to be "Gigabit Speed" and the dock cost me over $200. I can get better speed just with the built in wireless. This is not acceptable.
