Running macOS Catalina 10.15.5 (19F101) and running DisplayLink 5.2.1 drivers.
USB ports are not running at USB 2.0. I've tried the USB-A ports, and USB-C ports. Neither work.
I attached my System Information report for USB interfaces (converted to JPEG format).
Gigabit ethernet speeds are also fast ethernet. Link is 1 Gbps

Hello Hector,
Thank you for reaching out to us here on the forum.
Firstly, I would suggest to update your driver to the newest possible. I see that you are using a KEXT driver so here is our newest version of it: https://www.displaylink.com/downloads/file?id=1581
Thank you for updating your driver and verifying afterwards.
In case of any questions feel free to contact me again.
Best regards,
Jakub

Jakub,
Thanks for your reply. I got it all sorted out. I realized that the cable from the laptop to the docking station was a USB-C cable but it was NOT a thunderbolt cable. I realized that I swapped it a while ago, and thats when the issues started. I didn't connect the two because I didn't have hard drives plugged in and wasn't using the ethernet connection. I went back to the box (still kept it) and found the thunderbolt cable. I swapped the cable and now everything is working as expected. All my USB 3.0 devices registered and I'm getting 500Mbps+ on the ethernet port.
I did not upgrade to 5.2.4 drivers. I tried that a few weeks ago and ended up with mirrored display without being able to extend the display. The beta app fixed that but I lost clamshell ability so I rolled back to 5.2.1.
