Apps don't open until multiple attempts

Hi all. I'd have to force quit and open an app multiple times for it to show up on my screen. I'm on a dual display setup. I've checked all the open windows and the app won't appear. I have to force quit and open an app up to 5 times for it to appear.

Does anybody have this issue? What's the work-around? I've had this issue since Mac OS Catalina and now on Big Sur.
