Power Delivery using USB C to USB A female converter
 
Hello

The following links describe how to connect a DisplayLink enabled product to a USB C port using a USB C to USB A female converter:

My question is if this scenario will allow the connected device (i.e. laptop) to charge its battery or not, as long as the dock power supply is sufficient for that purpose.

No, it does not, unfortunately.
The USB standard does not allow charging the host laptop through a USB-A/B device.

Can I also ask if in this scenario, the display signal will be routed to the external monitor using the DisplayLink drivers or the native USB C video capability?

Hello,

It depends on the product and technology it offers.
It is not possible to route the USB-C DisplayPort alternate mode signal back to the DisplayLink driver, but it's not needed as DisplayLink technology is scalable you can add another adapter.
The driver will take the graphics directly from the graphics card via Windows, which is where the USB-C DisplayPort alternate mode signal also comes from.
