7.1 M0 fails to enumerate attached USB on system cold boot
 

[Toshiba Dynadock 3. HP M7-1015DX. Core i7 w/HD4000 gpu. Win7 x64]

After updating to 7.1 M0, whenever I cold boot my PC, my external USB keyboard and mouse do not enumerate. That is, the keyboard and mouse are not functional or recognized by the system.

HOWEVER, if I immediately perform a standby/resume, the keyboard and mouse DO INDEED become enumerated and function. This works even at the Windows login screen.

I was not experiencing this issue with 7.0 M3.
