Distorted image with DL-165
 

I have a USB-VGA adapter on chip DL-165 and the 22" monitor. But with native resolution for this monitor (1920x1080) I have interference, distortion in the form of moiré. Text is impossible to read. Why is this happening and how to fix it? Help please if possible.
Windows 7 64bit. 8GB of RAM. Latest drivers.
At a lower resolution distortion not appears and work fine, but the picture is stretched horizontally.
