Windows 10 Screens repeately flashing and cannot set options Windows 10

Freshly imaged Dell laptop with Windows 10 Pro and downloaded latest DisplayLink 7.9 M4. Both the laptop sceen and external monitor flash repeatedly until external monitor is turned off. DisplayManager cannot be configured due to flashing. Have turned off USB selective suspend and this makes no difference. Output of DisplayManager diagnotic tool attached
