So it was working under the Monterey regime, but under the Ventura regime, Nada. Activity monitor shows the display link is running, monitors are not having a connection, not showing up in any of the checkable system preferences. As I don't do Terminal, except under duress I'm not sure where to proceed perhaps just being " patient" and synaptics will hire somebody to try to sort out the issues.

Targus Dual 4K, USB-C, website does not currently display any updated firmware for the "dock".
