Resolution
To help anyone else out that is having this type of problem, it was resolved by downloading a different Intel Display Driver.

I have a new Dell Inspiron 3593. Clean Windows 10 Home installation with all Windows Updates, Dell Updates, Drivers, Firmware, and DisplayLink software installed....
