I figured it out

You have to actually go into Applications and double-click DisplayLink Manager to get it to launch, then click the icon in the top menu bar and check the box to have it launch automatically on...

And USB device is active

In case someone from displaylink reads this thread, you should also know that I followed your instructions and the USB adapter shows active in the system report, and does not have one of the two...
