Please contact your Targus representative. I believe there may be an incompatibility between the Lenovo PC Host Controller and the ACP076 VLI812 firmware.

If the dock is an ACP70 Item 60 or lower, swap it out with Targus under warranty. If not, let me know. Item 61 or different model all together like ACP71 should work well.
