I don't have admin access, this is my work laptop and the one that I'm having this issue with, which is pretty ironic. The other laptops I have in my house have no issue. What other options are there...

I have a Targus USB-C Universal Dual Video 4K Laptop Dock (DOCK180USZ), great dock. I have 3 Win10 laptops, 2 of them have no problem getting 1Gbps via the dock ethernet.
A 3rd one always maxes out...
