Post Slow Wake up of external monitors on boot WES7 Targus ACP71USZ

We have Wyse x90m7 laptops running Windows 7 Embedded Standard connected to Targus ACP71USZ docks.

Most issues have been resolved through updating the local USB3.0 driver to latest available version and running the latest displaylink drivers.
We still have a few issues that we have not been able to resolve.

On bootup Windows is up and available for logon in about 30-40 seconds.
It takes an additional 50-60 seconds before the external monitors plugged into the dock are initialized and display the windows logon screen.

I understand displaylink runs as a service so Windows must be up before it can kick in and send the signal the to monitors but this amount of time seems abnormally slow and it gives the impression to the users of being painfully slow to boot.
