Thanks for posting your feedback.
The "graphics" package on these versions of Windows is used for branding (so the device appearing in Device Manager has the brand name of the manufacturer)
It is rarely updated and this is why there is a disconnect.
As it looks weird, we have changed the way we implementation of branding in the new driver architecture used from Windows 10 Redstone 1 (the anniversary update). That's why the number is not increased in your second machine running Redstone build.
We are looking at ways to remove the old entry in the Add/Remove Programs, but there are some changing in the driver model which blocks access...
