The screenshot is of too low quality to be legible so I will only be able to comment on the text.

Windows will create a new instance of *any* driver for each new peripheral as they have a different serial number. That instanciation is not up to the peripheral or its driver.
Windows will create a new instance of *any* driver for each USB plug one peripheral is connected to because it also captures the connection tree in the instance. So if you use the same mouse on three different USB plugs on your laptop, it will instantiate it three times.
This may cause some issues with network adapters as also flagged by VM users:

We've reported this as a bug, but it was declined because it works as designed.
I recommend you flag this to your Microsoft representative for a chance to be addressed.
