Default Panel Fit Option Absent in Windows 10

A clean install of Windows 10 leaves two of the four monitors unable to scale the screen to fit the panel any longer after Windows 7. The other two monitors can still be adjusted using the Panel Fit option in the Intel Graphics Control Panel. A similar adjustment was achieved previously in Windows 7 for the two monitors connected to USB adapters by choosing a resolution using the DisplayLink Manager.

The screen will now only fit to the panel for the two monitors connected to USB adapters when the native resolution is selected for each monitor.

Are there changes coming in future updates, or is there something I'm missing that will allow me to fill the panel at any resolution less than the native option?
