The dock will be updated when connected, not when the driver is installed from the executable. That's why there is no point in removing and reinstalling the driver and/or rebooting.
There's no "hope" to have. It happens transparently when you plugging the USB cable. It's so transparent on that product that most don't noticed it took place at that stage. There is no notification because the user should not have to care when it's so quick. The notification is in the release notes.
There is no standalone flasher available because there is no point of providing one: the driver will take care of firmware matching which takes seconds on that model, if there is a mismatch.
I'm not sure who advised you to flash the firmware of a DisplayLink product manually by reinstalling the driver, but you would be wasting your time by doing so anyway. Simply update your corporate deployment to use the driver you want throughout the company, and the rest will sort itself out.
