Unfortunately, the only way around this bug in the Intel graphics driver on Windows 10 is to get a direct display connected as primary display.
Intel fixed the new driver branch but didn't backport the fix to the older branch for older GPUs.
The Intel GPU is active. However, the OpenGL pass-through between Windows and the Intel graphics doesn't work properly if the primary display is not a directly connected display.
If you don't often reboot/restart, you could start your applications whilst the lid is open and then close it as, for applications like Google Chrome, the issue is only at launch.
