Hello,

The technical reason is visible in your USB View.
The device doesn't enumerate properly.
That phase is the device telling who it is, what it does. Unless Windows knows what it's talking to, it won't even call a driver as it can't know which device is applicable to that device.

I suggest you check the cable on the device side, and, if the device looks like it is starting/restarting, this is a sign it doesn't get enough energy from your USB port. Using an externally powered USB hub, or a USB Y-cable to use energy from 2 ports (or 1 port and a power adapter/bank), would solve the problem.
If that doesn't, then I am afraid I can only advise you to contact the manufacturer, AOC, to discuss hardware support.
