This is because Macs with an M1 processor are limited to a maximum of one external display. This is why only one display is working when you have both HP monitors connected to the device's built-in HDMI and DisplayPort video outputs.
In addition, the USB Type-C port on the 'BlueBuilt' device is not a video output port. It is a port used only for 'pass through' charging.
The intention is to connect a USB Type-C power supply to this port, and the power will be 'passed through' to the host laptop.
As a result, you cannot connect the secondary USB-C to HDMI adapter device you are using to the USB Type-C port within the 'BlueBuilt' device. It wouldn't work that way, regardless of your laptop's internal display limitations.
Further to this, neither of the products you are using have DisplayLink technology within them, so DisplayLink will not be able to help you.
