If the monitor is not powering on, it could be that the monitor is not getting sufficient power via the single USB connection.
Electronic page 10 of the manual for your monitor -->
https://dlcdnets.asus.com/pub/ASUS/L...5B_English.pdf suggests connecting a second USB cable to the monitor's USB 2.0 micro-B port in order to get additional power into the monitor.
