Ventura work perfect when I use USB-C to display without Display Link Manager.

I'm more or less on the same setup but I share this experience. It started after upgrading to MacOS Ventura as well. It's an Intel based mac and the docking station is from Startech:

I haven't tried connecting my monitors directly to the machine to see whether it alleviates the problem.
