The connection on my dell3000 is not working, but after some on/off, replugging of usb cables it sometimes works.. but today it doesn't.
After following the last steps my ethernet connection seemed to be detected, but secondary monitor still is not there. Trying a reboot next.

This could well be a hardware problem and you could contact Dell or Targus about this.
