The DisplayLink Manager Application needs to be granted 'Screen Recording' permission in order to generate the image shown on the displays connected to the Targus dock.
Even though no information is actually being recorded, while this permission is granted macOS prevents copy protected content from playing. DisplayLink speaks to this limitation here -->

With that said, others in this forum have indicated that disabling hardware acceleration in either Firefox or Chrome can sometimes produce a different result.
