I would recommend you look at the packet transfer in the adapter details.
If you don't get an IP from the DHCP, you may see that there is no packet coming back.
The Ethernet driver is dumb and only passes the content from the dock which doesn't either interpret packets. Maybe an antivirus application or something else blocks the packets.

I am unable to understand how the absence of Internet connectivity is making your computer unstable and lagging from anything. If that is because that process is hogging the CPU or memory, I can see there are umpteen reports on Microsoft community and other forums about this. Solutions advised range from checking the firewall rules to disabling the superfetch service.

XAML designer issue had nothing to do with the driver as exposed in another thread, with Microsoft bug number...
