I will need logs here. I mean not only have we tried this many times, but the fix is even documented in the 10.14.2 release notes... I did that personally on a MBA 2018.
There's no AirPlay option on that OS. AirPlay was the temporary workarond when the OS API was not available.
I'd first remove the driver, then install it again, allow the extension, connect the device and then gather the logs.
Here is how to get the logs so my engineering team can look into this:

centersj, I think there's a confusion here. I don't see how 4K can be called a low resolution. You might refers to Retina and scaling of UI elements. We're aware of lower performance display when using scaling on Retina (that's what zooms the user interface elements so they are bigger on high resolution monitors). This is in discussion with the OS vendor as well. You can confirm this is the same thing by not doing scaling and checking performance is fine.
