Yes, it's complicated and confusing.
Be aware that cables can be active. They have chips inside the plug. They make handshakes and exchange the capabilites (of the cable!) with the other side. The chips inside the cables also mark these active cables. For example as a cable for Thunderbolt 3.
Is the port on your laptop Thunderbolt? Is Thunderbolt firmware and drivers installed on your laptop? So your laptop thinks with Thunderbolt cable attached that it should be Thunderbolt, but the dock i-tec is not Thunderbolt capable.
Try to deactivate Thunderbolt on your laptop if present.
