DisplayLink Not Displaying in External Monitor

I have a Toshiba Tecra Windows 7 Laptop and have been attempting to get a DisplayLink device to display on an external monitor. I started with a Lenovo device and haven't been able to get that to work so bought a Belkin B2B122-BLK and it doesn't work either. I've validated both devices work in a separate laptop so the cabling and monitor are fine, but for some reason I cannot get the device drivers to work on this Toshiba laptop.

The device driver is displaying within the device manager without exclamation mark. The DisplayLinkManager is started within services list. I've attempted to deinstall, reinstall, reboot several times, but it doesn't resolve the problem. Belkin tech support offered no additional assistance and referred me to here. I'm attaching the logs in hopes someone could assist in debugging the problem.
