Looking at the logs, the software can find the adpater, but as soon as we try to talk to it, we get:

error: usb_control_msg: sending control message failed, win error: A device attached to the system is not functioning.

Which means the chip is not responding to the messages we send it. Can you power cycle the device by unplugging all cables (including video cables) and see if it comes back to life?
