Surface Pro 3: Windows 10, touchscreen not zooming properly

I have a Plugable UD-3900 USB 3.0 Docking Station. I love it, except for one problem: whenever I plug it in, my Surface Pro 3 touchscreen won't zoom or scroll anymore. Here is a video: https://www.dropbox.com/sc/s6n5obvti...gGPegYFnONJQOa

How can I fix this?

P.S.: Yes, my Plugable is sitting sideways; it reduces interference with my wireless keepboard, as documented here: http://support.plugable.com/plugable..._mouse_problem.
