How do I enable the fast charging in the USB 3.0 port of docking model WL-UG39DK1?

The quick start manual only has one quick note about it:
Remark: Fast charging function is available when PC is on sleep mode or the device is disconnected to PC.
I tried to enable fast charging, without success, already with my smartphone (with turbo charging technology) connected on the respective USB 3.0 port (with fast charging tag), by turning off my laptop and also removing the USB 3.0 cable that goes to the USB 3.0 blue port of my laptop, leaving the dock only connected to the power supply.
None of this worked for me. The smartphone just kept charging at normal speed (not fast).
