It is possible indeed that the USB3 subsystem works from what I can see there.

The Ethernet link is negotiated in hardware, the LED blinking means the DisplayLink chip is alive and can talk with the Ethernet PHY.

With USB View, you can see there isn't any DisplayLink device present on any port. It would typically be on a USB 3.0 port, for obvious reasons: it can and offers better results.
