Windows 10 - Code 28

VGA to USB 2.0 adapter
worked fine on my Windows 7 machine
upgraded to Windows 10 and now it is not installing correctly in Device Manager

The drivers for this device are not installed. (Code 28)

Windows has stopped this device because it has reported problems.
