I just asked this same question in another thread. How did you apply the update originally? Was it through Software Update? Have you tried downloading the 10.6.3 Combo Update .DMG file and reinstalling? I have had several updates from Software Update fail or malfunction lately. Downloading and reinstalling from the latest Combo Update has fixed my problems more times than not.
