Mirror changes the resolution

Just to add on, I noticed a registry setting called PreferredDisplayMode in HKCU. If i change this, it stays for that user. Next new user that logs in has a different/optimal/native resolution.
Is there a way to bypass this or set this at HKCU instead of user level as I want this to be set for all users?
