Yes, from its description, I expect KB3033929 to be for full Windows, not Embedded.
If everything works with 7.7 M4, there is little to no value for you to spend time trying to find a way to get SHA-2 working on your WES/WEC. You're unlikely to get new primary graphics card driver for the platform, therefore unlikely to require the latest DisplayLink driver to match it.
