If you wish to dig further, I would look at trying a USB 2.0 cable only. Trying devices on the USB hub of the dock as well, would help pinpoint at which level the issue lies. That doesn't mean it would solve the fault, but, for instance, if USB3 is broken, you could force everything to USB2 by using an old printer cable. If the pins are all disconnected, then it will enumerate in USB2. If some channels are broken but still trying to be used, then you get something half broken. USB2 and USB3 are like different channels in the same physical pipe. That's technically wrong as USB3 has extra pins... but code is different, host controller is different, data path is different.
