When the problem behavior occurs and only one external display lights, can you check the status in the Display Settings application (available by right-clicking on an empty space of the desktop)? I have seen instances where Windows 10 will incorrectly mark a display 'Disconnected' (when in fact it is not) and changing the 'Multiple displays' setting to Extend to all displays helps set things right again.
