On both macbooks the DisplayLink manager shows the connection status is : No monitor detected.

Screen Recording permission of DisplayLink Manager is enabled.

Power, Ethernet and keyboard are connected to the Dock and are working properly.

Any suggestions?
To the best of my knowledge, the HP USB-C Dock G5 docking station does NOT use DisplayLink technology. My theory is supported by the fact that HP does NOT provide a DisplayLink driver for download from the product's support page --> https://support.hp.com/us-en/drivers...model/27767206

The dock most likely has a DisplayPort MST hub which enables multiple displays, and DisplayPort MST technology is NOT supported in macOS. This is why both of your displays are being mirrored.
