I would suggest turning off (for both 'On Battery' and 'Plugged In' states) both 'PCI Express Link State Power Management' and 'USB 3 Link Power Management' within the Windows Advanced Power Settings to see if that changes the behavior. In some cases these settings are not visible by default, so they have to be enabled manually.
