I downgraded the DisplayLink Manager from v1.10.0 to v1.8.0 and the lag disappeared.
I am still on Ventura 13.6.2 using the Plugable dock.

Anyone else see lag as described?
According to Plugable's download page for your UD-3900PDZ --> https://plugable.com/products/ud-3900pdz#nav-downloads the latest version they recommend of the DisplayLink Manager Application is version 1.9.

I would suggest installing 1.9 in order to see if the behavior changes. If installing 1.9 does not help, then I would suggest contacting Plugable directly for assistance --> https://plugable.com/pages/support
