The TBT-6950PD's 'downstream' Thunderbolt/USB-C ports rely on the external display capabilities of the host computer in order to drive displays connected to these ports. The 2020 MacBook Pro with an Apple M1 processor can only support one external display via Thunderbolt/USB-C. If you are connecting both monitors to the dock via USB-C, only one will work when the dock is connected to your computer. This is an internal laptop limitation, not a limitation of the dock. The workaround for this limitation is to connect one or both of your displays to the dock's HDMI ports driven by the DisplayLink technology, which works around this internal laptop limitation.
