Default UGA-4KDP adapter won't run new external LCD

With a Plugable USB 3.0 4K DislayPort Adapter connected to an external LCD, for some time this has functioned correctly.

Now trying the same thing on a second PC using an identical adapter and LCD.

With this the LCD back light pulses on / off but there is no image shown on the LCD itself.
The issue occurs every time and is initiated by connecting either the display to the adapter or the adapter to the USB.
The USB is connected via a hub for these log files but it has been tried connecting directly with the same results.

Swapping the LCD, DisplayPort adapter and laptop ends up in whatever configuration used the new LCD never working.

However if the new LCD is connected to a PC via a display port to mini display port connector on a different laptop the LCD works perfectly??

Please find enclosed the logs from the failed connection.
