Default MacOS Ventura 13.2.1

Is there a way for my laptop (MacBook Pro 14-inch M1 Max 2021) display plus my two external displays to remember all my windows when the display wakes up after it goes to sleep? I have my Lock Screen System pref set to "Turn display off on power adapter when inactive" set "for 3 hours"? Pluggable ( UD-CAM plus UGA-3000) + DisplayLink MacOS software used to remember and restore all my open windows and positions of each after waking up from display sleep (ie touching keyboard or moving mouse). But now (I think after a MacOS update) it doesn't. I now had to get this 3rd party software called Moom which remembers windows. And I invoke now with a hot-key. But it's a pain. It especially has a problem remembering where Incognito Google Chrome windows. Any idea on how to resolve? Like I said, it used to remember these positions and restore them with Big Sur. Any help would be appreciated. Thanks!
