Angry Keyboard and Mouse do not load on startup

Hello:
I have been struggling with this issue for a year.
Sometimes it works but more often than not it does not work.
Gear:
HP Envy cv7 laptop running Windows 8.1
Anker USB 3.0 Dual Display (DVI-HDMI) Docking Station, Audio, Gigabit Ethernet, and 6 USB ports for Windows
Logitech wired LZ029BS keyboard with generic PS/2 keyboard driver
Logitech M510 USB mouse with HID-complaint driver
There are two display adapters listed on this HP - both have latest drivers
Intel HD Graphics 4000
NVIDIA GeForce GT 635M

1) I have to plug my Logitech USB mouse directly into my HP laptop. It will not work at all when connected to the Anker Docking Station.

2) The wired keyboard will not come up, most of the time. To start this service I have to mouse over to the Device Manager and open the
Universal Serial Bus controllers
There it is listed as Unknown USB Device.
I this disable it and then enable it.

It is hard to get screen shots when the keyboard is not working but here are some notes I have taken off of the computer after the failure to load.

A request for the USB device descriptor failed.

Hi,

I would recommend checking in with Anker to see if there is an updated USB hub firmware for your dock. Also it's worth checking if there is a more recent BIOS update for your notebook.
