Flickering horizontal lines on wall mounted TV

One of our conference rooms has a wall-mounted TV about 54 inches. It's connected to a professionally installed HDMI cable in the wall, maybe 25 feet, terminating in a wall mounted jack.

When we hook to that wall mounted jack with a Dell Latitude E4200 snapped into a docking station with HDMI, the picture is steady. Same for a Dell Precision M4700 with integral HDMI.

When we hook up a Dell XPS13 or a Dell Inspiron 7548 using a Plugable UD-3900 or a Dell DA100, using the latest version of DisplayLink, there are lots of flickering horizontal lines across the TV.

The weird part is that if we hook up the same setup to the overhead projector in the other conference room (with essentially the same cabling) there's no problem.

Is there anything we can try?
